Expressing annoyance over the custodial death of a suspected ATM thief in Rahim Yar Khan, Punjab Inspector General of Police (IGP), Arif Nawaz Khan has ordered the Bahawalpur Regional Police Officer (RPO) to conduct an impartial departmental inquiry into the death of mentally unstable accused Salah-ud-Din Ayubi. The IGP issued this direction while presiding over a meeting held to review the security arrangements for Muharram-ul-Haram at the central police office on Monday. "Relevant DPOs and RPOs along with concerned circle police officers will be directly held accountable in case of custodial death," he warned.

Meanwhile, a murder case was registered on a complaint of Ayubi's father against three police officials for allegedly torturing to death his mentally disabled son, a robbery suspect who was arrested after his video of breaking open an ATM machine, making faces and sticking his tongue out at the CCTV camera went viral on social media.

The FIR was registered against Rahim Yar Khan City A-Division's Station House Officer Mehmood-ul-Hassan, investigation officers Sub-Inspector Shafaat Ali and Assistant Sub-Inspector Matloob Hussain. According to the FIR, father Afzaal had tattooed Ayubi's name and address on his son's arm for identification purposes since the deceased was mentally ill.

According to the IG, lockups are for the safe custody of accused and it is the responsibility of police to provide them good and timely medical care. In case of any laxity, both legal and departmental actions will be taken against the responsible, he added. He also directed the senior officers to specially inspect the lockups and watch video recordings of the CCTV cameras installed inside and outside the police stations during their surprise visits.

While reviewing the security situation, the IG directed the DPOs to personally monitor the security arrangements for category 'A' processions in sensitive districts and deploy snipers on rooftops of the buildings in the vicinity of sensitive gatherings. "The category 'A' processions and their routes should be checked by bomb disposal squad, sniffer dogs and teams of the Special Branch while parking should be at least 100 feet away from the mosques and imambargahs," he added.

For the security of 9th and 10th Muharram, the provincial police chief directed to use drones cameras for proper monitoring of suspicious activities. He said the RPOs who want additional recourses or personals for the security purpose, should contact the AIG Operations. He further said that search, sweep and combing operations should continue in the vicinity of imambargahs, processions and gatherings. A strict ban should be ensured on the use of loud speaker, wall chalking, arms display and aerial firing, he continued.
